If you are not identified as gifted, and despite your best efforts, your teacher is unwilling to allow you to complete an Independent Study (or doubts your ability to do so) set up a meeting with your guidance councilor. If you have a record of excellence in the subject, they may be able to persuade your teacher to let you give it a try.

Your guidance councilor can also help you set up a formal meeting between you, your teacher, your parents, and potentially a member of the administration, such as your vice principal, to talk about your needs. It is highly likely that an Independent Study will be allowed at this point, if only because it is obvious that you have gone to a great deal of trouble to peruse what really amounts to extra schoolwork.
